The study examines the role, capacity and experiences of public and private training centers in the professional development system of civil servants. The publication analyzes the legal framework related to professional develop­ment of civil servants and the practices that exist in primary government institutions with regard to professional development of civil servants.

The study was prepared by the Institute for Development of Freedom of Information (IDFI) as part of the CSO grants contest carried out by UNDP Georgia within the framework of its project “Supporting Public Administration Reform in Georgia” funded by UK aid from the UK Government.
