The publication presents an overview of the structure, services, functions, governance model and operational plans to establish a Growth Hub.

The concept of Growth Hubs was developed based on the analysis of the Great Britain’s best practice and analog of Growth Hubs, the survey of 150 business representatives in the target region of Samegrelo-Zemo Svaneti, assessment of the level of private sector development in the region and the attitudes and expectations of the business sector at the local level.

The publication summarizes functions and benefits, organization and leadership issues, and principles of management of Growth Hubs to simplify the introduction of the concept, its structure, and activities for other regions as well.

The publication was prepared by an independent expert Tornike Chkhaidze and the JSC SavvY in 2019 with assistance from the United Nations Development Programme (UNDP), the Ministry of Regional Development and Infrastructure of Georgia, Swiss Agency for Development Cooperation (SDC) and Austrian Development Cooperation (ADC).
