The report describes the importance of early access to legal aid for arrested defendants, discusses various models for the provision of legal aid and provides recommendations for Georgia.  It recommends either the extension of mandate of Legal Aid Office to cover representation of all arrested defendants in the initial stage of proceedings, or the introduction of telephone/video consultation scheme.
