Public Perceptions of Georgia's Civil Service. 2016

The study examines job satisfaction of Georgian civil servants and their awareness of the ongoing Public Administration Reform. It also provides information about perceptions and views of the Georgian public towards the civil service.

The study is based on the data from the following sources:

  • Opinion survey of 2400 citizens, indicating attitudes towards and satisfaction with the Georgian government, civil service and public services.
  • Opinion survey of 831 civil servants from 29 different agencies about their attitude to job and awareness of the public administration reform.
  • Focus group disicussions and individual interviews with the citizens and civil servants. 
The study serves as a baseline for a five-year initiative (2016-2020) to support the Public Administration Reform in Georgia. It is commissioned by UNDP with the financial suppport from UK aid from the UK Government.
